Instructions on Transport of Special Passengers


 

I. Statement on Transport of Special Passengers


1. Special passengers refer to those who need special care, or those who need special care or can be transported only under certain conditions due to their physical or mental status.

2. Conditional transport

(1) When necessary, Sichuan Airlines (hereinafter referred to as the Company) will transport the special passengers, such as infants, unaccompanied minors, pregnant women, sick or disabled passengers, stretcher passengers, drunk passengers, passengers under judicial or administrative custody and old passengers, only after the transport complies with applicable transport regulations of The Company, and has been approved by of both The Company and passengers themselves in advance; and
(2) The seats for afore-said special passengers shall only be reserved by the ticket office or the sales department directly subordinate to the Company or its overseas business representatives and salesmen.

3. The Company is entitled to refuse the passenger who:

(1) Is suffering from any infectious diseases;
(2) Is mentally ill and manic, possibly causing harm to other passengers or himself/herself;
(3) Has special stink or peculiarity, possibly causing discomfort of other passengers; or
(4) Needs intravenous injection during the flight.

4. Unless the transport is necessary for saving his/her life and it is specially arranged upon approval of the Company, the Company is entitled to refuse any of the following passengers:

(1) Who are in extremely severe or critical cardial situation, including severe heart failure with the symptoms of cyanosis or myocardial infarction (including those having suffered myocardial infarction in six weeks prior to the trip);
(2) Who suffers from severe tympanitis with the complication of blocked eustachian tube;
(3) Who has suffered from spontaneous pneumothorax recently or has nervous system disorders and has received pneumothorax shaping operations recently;
(4) Who suffers from mediastinal tumor, extra-large hernia and intestinal obstruction, who suffers from increased intracranial pressure due to head injury and cranial facture, or who has fractured jawbones that have been joined with metal lines recently;
(5) Who has suffered from poliomyelitis in the past 30 days;
(6) Who has symptoms of severe emptysis, hematemesis, vomiting and groan; or
(7) Who has received surgeries recently, with wounds not completely healed.

5. The Company will request the passenger to present a Medical Certificate issued by a doctor and fill in the Application of Special Passengers for Boarding who

(1) Is seriously ill, or is too disabled or injured to finish the aviation trip safely without additional medical assistance during the flight;
(2) Needs an incubator for a premature infant;
(3) Needs to use medical oxygen during the flight (not provided by the Company for the moment);
(4) Is dangerous or needs medical care during the flight;
(5) Is diagnosed with infectious disease, which can be prevented by taking proper precautions; or
(6) Lies on a stretcher.

6. Passengers shall ensure that the certificates presented are authentic, valid and complete; otherwise all responsibilities occurring therefrom shall be borne by themselves.

7. The seats for the disabled shall only be reserved by the ticket office or the sales department directly subordinate to the Company or its overseas business representatives and salesmen, or any agents duly authorized by the Company to provide service for special passengers.

8. The special passengers served by the call center of the Company for special passengers only include: the ones who need special meals; the ones who need infant tickets; the ones who need on-board infant cradles; the ones who need wheel-chairs (only for those leaving from Chengdu and cities where the branches and operating bases of the Company are located for the moment); pregnant women (only for those leaving from Chengdu and cities where the branches and operating bases of the Company are located for the moment); old ones (only for those leaving from Chengdu for the moment); unaccompanied passengers (only for those leaving from Chengdu for the moment).

9. Special passengers served by the call center of the Company shall fill in the Application of Special Passengers for Special Services at check-in time.

10. Domestic and international flight connections of the Company: The minimum period for flight connection is usually 120 minutes. The minimum period for the connection between the flight from/to Tibet/Jiuzhaigou and international flight is 180 minutes.

11. Transport of special passengers of connecting flights: For passengers who satisfy the conditions for whole-journey check-in and have applied for special services when purchasing tickets, the departure terminal will provide the services for special passengers from the departure terminal to the connecting terminal following normal procedures, and passengers need to apply for the special services in the next leg of journey from check-in counters of the connecting terminal. When passengers apply for special services on site, the attendant at the departure terminal shall apply from the Seat Arrangement Department of Sichuan Airlines Commercial Committee for special services for such passengers which cover both the leg of journey from the departure terminal to the connecting terminal and from the connecting terminal to the destination according to the temporary application process. When such application is approved, the attendant shall accordingly go through the formalities for special-passenger services.

II. Pregnant Women, Infants and Unaccompanied Minors

1. Information for pregnant women

Please be careful of altitude anoxia in case of frequent flight in early pregnancy. Do not lift heavy things. Please consult with your obstetrician before going on a trip. When on board, please tie your seat belt to the end of thigh. The Company will, as far as possible, arrange a convenient seat for you so that you can enjoy the attendant’s care easily (excluding those located at the exit). 
Pregnant women with the gestation of 32 weeks or below, unless otherwise determined by a doctor unsuitable for flights, may be considered as ordinary passengers during the flight.
Pregnant women with the gestation above 32 weeks but below 36 weeks shall present a doctor’s diagnosis certificate which includes the following contents:
- Name and age of passenger;
- EDC certificate;
- Suitability for flight;
- Need for special care onboard;
Pregnant women with the gestation of or above 36 weeks are not accepted for our flight services.

2. Information for infants

Information for flight
Infants older than 14 days and younger than two years old shall be accompanied by adult passengers that have been 18 years old and can bear civil responsibilities independently.
For the sake of safety, we do not provide flight services for infants younger than 14 days. You are suggested to choose other ways to travel.
Each adult passenger can bring along two infants (one enjoying an infant ticket and the other enjoying child ticket with a seat), or one infant and one child under the age of 12, or two children under the age of 12.
Conditions for number of passengers
To guarantee flight safety, different standards have been set down for the number of infant passengers for each route of each model of airplanes in accordance with CAAC’s regulations on the number of passengers allowable for each model of airplanes. For your and your children’s smooth and safe travel, please apply for infant passenger service from the ticketing personnel when reserving your seat or purchasing your ticket. When it is confirmed that the limitation on the number of infant passengers of a specific flight is satisfied, we will issue tickets for yourselves and your babies, so that you no longer need to purchase an adult ticket separately and bring along your babies to the airport, finding that you have to change your trip because of the exceedance of the limitation on the number of infant passengers of your flight.
Applicable fare
For infants younger than two years old as of the day of boarding, you need to buy an infant ticket without seat at the price 10% of normal adult ticket. Please buy a child ticket if your baby needs a seat. Infants who are two years old as of the day of boarding must have a separate seat, in which case you need to buy a child ticket.
Infant cradle
We only provide free infant cradles for international flights (over 6 hours’ time of flight) of A330.
There is a quantity limitation on the infant cradles available for your flight. If you need a cradle, please apply for it at least 24 hours in advance of your ticket purchasing so that we can make proper arrangement for transport.
An infant cradle is applicable to a baby aged below one, with the length of the body not exceeding 70 cm and weight not exceeding 24 lb/11 kg.

3. Information for unaccompanied children

Information for flight
If your child is over five years old and under the age of 12 who plans an independent flight trip, we can provide unaccompanied minor services.
To ensure safety and successful boarding of unaccompanied minors, those who is over five years old and under the age of 12 and plans an independent flight trip shall have finished the procedures for unaccompanied minors, otherwise we will not accept such transport.
For the sake of safety, we will not provide flight services for unaccompanied minors who are under the age of five.
The Company only provides unaccompanied minor services for direct flights.
Other precautions
Unaccompanied minors shall be escorted to the departure airport by their parents or guardians, and picked up and taken care of by properly arranged personnel at the arrival airport. 
Considering the special care taken for unaccompanied minors by the carrier which may influence the interest of other passengers on the same flight to some degree, there shall be a limitation on the number of unaccompanied minors for each flight. If you need such service, please apply from the ticketing office directly subordinated to the Company at the departure airport for us to confirm. 
Parents or guardians of unaccompanied minors shall provide The Company with the name, address and contact number of the picking-up person arranged at the arrival airport.

III. Information for the Elderly and the Passengers Acting Inconveniently

1. Information for flight of the elderly

Information for flight
Please be fully prepared for your trip, for example, setting aside sufficient time for check-in, fully understanding the specific schedule of your trip, conducting physical examination before travelling or consulting with your doctor for travel advices. 
Please consult with your doctor if you have been suffering from any chronic diseases. Make sure you have carried sufficient medicines following the instructions of your doctor.
We will provide free wheelchairs for passengers who act inconveniently. Our staff will provide wheelchairs for you according to your physical conditions.
Other precautions
Special services will be provided for passengers aged over 70, who act inconveniently or even cannot get onboard without proper devices, who may be treated as special passengers. 
For special old passengers who need special care and accompany during the flight, but can act freely without the aid of a wheelchair or stretcher, transport services will be provided following the procedure for unaccompanied minors. However, such old passengers shall be included into the quota for unaccompanied minors for each flight, and satisfy the limitation on the number of unaccompanied minors for different models of airplanes during each flight.
The limitation does not apply to special old passengers who only need ground transfer service but need no special care and accompany during the flight.

2. Ground wheelchair service

We supply wheelchairs at each airport for your use in the terminal building. If you need such service, please file an application upon ticket purchasing.

3. Onboard wheelchair service

We provide onboard wheelchairs for passengers unable to walk for certain flights. The quota for onboard wheelchair of each leg of each flight is two. If you need such service, please file an application upon ticket purchasing.

IV. Other Special Passengers

1. Stretcher passengers

If you feel difficult to sit upright during the entire flight (take-off and landing), please apply for our stretcher service.
Information for flight
To order stretcher service, please file an application to the ticket office subordinate to the Company at the departure airport before the following deadlines. We will arrange your transport accordingly.
(1) Domestic flights: at least 48 hours in advance of take-off
(2) International (regional) flights: at least 72 hours in advance of take-off
For your safety during travel, you must be accompanied by at least one doctor or attendant during the flight. When certified by a doctor that the patient needs no medical attendance during the flight, the patient may be accompanied by his/her family or guardians.
The Company only provides stretcher services for direct flights, and only one stretcher passenger is allowed for each flight.
Please arrive at the terminal building and finish the check-in formalities at least 2.5 hours in advance of the take-off of a domestic flight, or 3 hours for an international/regional flight.
Medical certificate
If you need a flight trip, you are required to present the approval of your doctor and a medical certificate in triplicate. The certificate shall indicate medical condition, diagnosis, suitability for flight and other precautions of the patient and be presented by a medical organization of county level, municipal level or other equivalent organizations, with proper signature of doctor and seal of the organization.
A valid medical certificate shall have been issued within 96 hours before take-off. Passengers suffering from severe illness shall present a medical certificate issued within 48 hours before the take-off of the flight (72 hours for international and regional flights).
Applicable fare
The fare for stretch passengers shall consist of the individual fare of the passenger and additional fare for the stretcher.
- Individual fare
No extra charge will be paid by any passenger who has had the ticket of the flight. Passengers without the flight ticket shall be charged according to the publicized ordinary fare for one-way economic class seat of an adult, with no preferential or discounted fare (except the discount for children).
- Additional fare for stretcher
The fare for stretcher shall be charged as follows, no matter how many seats are occupied by the stretcher:
For any leg of travel during which a stretcher is used, an additional fare equivalent to 8 times the publicized ordinary fare for a single one-way economic class seat shall be charged with no taxes included, in such case no preferential or discounted fare (except for the discount for children) is allowed.
Each accompany person shall be charged as per the fare corresponding to the class of seat actually taken.
The free luggage allowance for a stretcher passenger shall be 9 times that of an actual seat taken. The free luggage allowance for accompany personnel shall be based on the class of seat actually paid for by such personnel.
The stretcher passenger shall bear the costs for contacting the hospital, ambulance and other ground services.
The aforesaid fare calculation method only applies to flights of the Company. If a stretch passenger chooses the flight of other airlines or a leg of travel is included in his/her schedule, the regulations of other carriers shall be followed. 
In case of cancellation of the flight, the additional fare for stretcher will be fully refunded.
Free luggage allowance
The free luggage allowance for a stretcher passenger is 180 kg. The free luggage allowance for accompany personnel shall be based on the class of seat actually paid for by such personnel.

2. Passengers with visual or hearing impairment

To ensure a smooth and pleasant trip for you, we will provide necessary guidance and assistance services for passengers who have lost their sights or can not speak due to hearing impairment that travel alone. Please inform our direct ticketing office at the departure airport upon ticket purchasing if you need such services.
Information for flight
Unaccompanied blind passengers must be able to walk and take care of themselves, without assistance at dinner.
If accompanied by at least one healthy adult person, passengers with visual/hearing/speaking impairment may be transported as ordinary passengers.
Passengers with hearing/speaking impairment who is over the age of 16 (with no other physical disabilities and needing no special care during the flight) may be regarded as ordinary passengers. 
Please inform our direct ticketing office at the departure airport upon ticket purchasing if you need such services.
Other precautions
Unaccompanied blind passengers shall be escorted to the departure airport by his/her attendant and picked up by another attendant at the arrival airport. 
For Airbus, during each leg of travel, there shall be only two blind passengers unaccompanied or guided by a guide dog (only one dog allowed to enter into the main cabin) and unaccompanied deaf and dumb passengers under the age of 16 (including those over the age of 16 but needing special care during the flight). Please consult with the ticketing office upon reservation.

3. Injured/sick passengers or passengers having mental retardation/disorder

Information for flight
If an injured or sick passenger needs to take a flight, please inform our direct ticketing office and present us with the medical certificate issued by county/municipal (or equivalent) medical organizations when purchasing ticket and finishing check-in formalities. The medical certificate is only valid when issued within 4 days before take-off. Passengers suffering from severe illness shall present a medical certificate issued within 48 hours before the take-off of the flight.
For the sake of safety, passengers with mental retardation/disorder shall be accompanied by personnel who are over the age of 18 (included) and have full capacity for civil conduct.
Other precautions
The Company, in principle, does not provide flight services for passengers suffering from mental diseases. If there is an actual need, the passenger shall bring it up at the time of reservation. The passenger shall present the medical certificate presented by a professional medical organization stating that he/she is of no hazard to other people. Meanwhile, passengers suffering from mental diseases and their companions shall make statements about undertaking the responsibility for all losses cause by them during the flight.
A passenger suffering from mental diseases shall be accompanied by at least two (included) strong adults who can conduct effective control over the patient during the flight. If the patient needs to take sedatives, the trip he/she takes shall have completed before effect of sedative ends. 
There shall be at most three passengers suffering from mental diseases in each leg of travel of each flight.<h3>
